This is now mandatory in France to avoid rescue team intervention for a found kite or board for which user has just lost his equipment but is not in danger.
Rescue team just have to contact the phone number mentioned on it to know if it deserves an intervention of their team or not.
An other interesting point is that it could offer you the possibility to recover your equipment lost in the sea or just forgot on the beach (yes, it happens, even to the best of us!).
